Ashley Waters is a proud member of The Rotary Club of Carroll Creek, a vibrant 200+ member club in Frederick, MD in District 7620. Since joining Rotary in 2015, Ashley has been an enthusiastic and active Rotarian, currently serving as Assistant Governor for Area 5 in District 7620 and as the 2025-2028 Zone 33 Rotary Public Image Coordinator. She has held numerous leadership roles, including Club President (2022-2023), District Conference Chair (2024), District Public Image Chair, and Zone 33 Assistant Public Image Coordinator (2020-2023). She is honored to be a Paul Harris Fellow, a member of the Paul Harris Society and Polio Plus Society, and a Rotary Benefactor.

Outside of Rotary, Ashley is the Managing Director of Blessings in a Backpack, Frederick. Her career spans impactful leadership roles, including Senior Assistant Director for the Department of Housing and Human Services at The City of Frederick, Executive Director of Woman to Woman Mentoring, and Communications Manager for The City of Frederick during the COVID-19 pandemic.

Ashley holds a Bachelor’s degree in International Politics from Penn State University, a Master’s degree in Nonprofit Management from Towson University, and a Doctorate in Public Administration from The University of Baltimore. She resides in downtown Frederick, MD with her husband, Andrew, and their son.
